In July 2017 the European Commission published a Communication "Strengthening Innovation in Europe's Regions: Strategies for resilient, inclusive and sustainable growth". In the Communication the Commission is proposing a new set of actions to further help Europe's regions invest in their niche areas of competitive strength ("smart specialisation") and generate the innovation, resilience and growth needed.

The Communication is accompanied by the Commission's Staff Working Document where the importance of the EU macro-regional strategies in increasing cooperation in innovation investment across European regions is recognised and concrete examples from the EU Strategy for the Baltic Sea Region and the EU Strategy for the Danube Region are provided.
